Since 1903, hundreds of the church scongregantshave locked arms and carried the multistory tower, called the “Giglio,” through the Williams- burg neighborhood during a July festival honoring an Ital- ian saint. The Giglio, adorned with religious icons and faintly resembling a wedding cake, isthe centerpiece of one of the city s oldest Catholic festivals. The ban will apply to more than 100,000 people, mostly contractors, at a network of sites and labs across the coun- try, often researching subjects considered vital to national se- curity, including energy pro- duction, artificial intelligence and nuclear physics. One would “almost have to be willfully blind” to ignore the threat China poses, said Dan Brouillette, U.S. deputy energy secretary, in an interview. “The threat is that they will take technology and research that is paid for by the Ameri- can taxpayer that in many cases has dual-use applica- tions” in both commerce and defense, he said. The White House is leading an effort to protect govern- ment science programs from intellectual property theft. As of Monday, the Energy Department is requiring all personnel and nearly all con- tractors to disclose connec- tions to foreign-government programs designed to recruit scientists, researchers and en- trepreneurs, according to a new order that implements a plan reported by The Wall Street Journal in February. Employees working with any programs deemed to be sensi- tive will have to sever those ties or resign from the depart- ment, according to the docu- ment and department officials. The department has found that foreign-talent programs have offered scientists in its national lab system hundreds of thousands of dollarsin some cases millions of dol- larsto conduct research. In some instances, Energy Department laboratory per- sonnel have been recruited by foreign military-affiliatedContinuedfromPageOnetalent programs, Mr. Brouil- lette said. While Energy Department counterintelligence person- nel will develop a compre- hensive list of recruitment programs that will be cov- ered by the order, China and iterations of its Thousand TalentsPlanarealready squarely in the department s sights, officials said. The threat is now growing, according to U.S. officials, as other countries hostile to the U.S. seek to emulate China s success to nurture their own programs to bolster scientific developments. China has denied orches- trating a systematic plan to steal U.S. technology. “China places a high priority on pro- tectingintellectual-property rights and improving its busi- ness operating environment,” the Commerce Ministry told the Journal last year.
