12、e power island and the plant systems herein denominated “modules”.The report determines that a lot-wise procurement of the power plant shall be made: the power island as turn-key EPC contract and the necessary plant systems (modules) shall be procured lot-wise. It is assumed that the procurement and

Generally, the present document “Central Trmica ”El Faro” is only limited comprehensive and certain statements are misleading. The underlying methodology of the report is not

As per our knowledge there is no international precedent case were an IPP power project subdivided into procurement packages got non-recourse financin

The two othe
21、r text documents contained in the subchapter “Central Trmica” are civil specifications for roads and a design specification on reinforced concrete and steel structures giving detailed advice on layout criteria, usually only found in detailed technical specifications of tender documents. In the latte

In section “2.4 Tamao y Localizacion“ CESEL stated that this SIEMENS plant
29、was mainly chosen for calculation and conceptual design of the plant systems and preparation of the plant systems specifications due to its high efficiency and the fact that the data base of General Electrics class F CCGT plant was not as complete as SIEMENS one at the time of preparation of the FS.

The MDs mention detailed equipment and system data (e.g. exact pipe diameters, pump capacities, flows, etc.) without mentioning the source of these data. 1 )各个主电站系

Such approach is not considered to be clear, self-explanatory and good engineering practice. It is not c

In the MDs these packages are identified with “EP+current number” (EP4 means for example “proveedor designado como EP4”; Engi
47、neering & Procurement 4).
