In accordance with Title 40 of the Code of Feder
3、al Regulations Part 112.5 (40 CFR 112.5), this SPCC plan will be updated within 1 year of a change in facility design, construction, operation, or maintenance that materially affects the facilitys potential for discharge of oil to navigable waters or adjoining shorelines. This plan will be implement
4、ed as described herein and will be reviewed and evaluated at least every 3 years to include more effective prevention and control technologies, if available. The AST was installed on March 3, 2000, to
13、 extend the operating time of the emergency power generator.The following physical changes will materially affect the facilitys potential to discharge oil and will be made within six months of the Responsible Managers signature per 40 CFR 112. Within 6 months of the implementation of the following p
14、hysical changes, the SPCC plan will be amended to reflect the changes, and a Professional Engineer will certify amendments in accordance with 40CFR Part 112.5(c). In addition, various improvements will be made to enhance spill prevention practices at this facility. The following will be implemented:
15、1.1.The overflow protection line will be installed for the day tanks to return diesel fuel oil to the AST. This is necessary in the event the float pump in the day tank malfunctions and does not stop pumping fuel when the day tank reaches capacity. Without the return line, the generator shed would n
16、ot provide adequate secondary containment for the overflow.2.If a leak developed in the day tanks, as installed, fuel would not stop pumping diesel fuel oil from the AST. The generator shed does not provide adequate secondary containment for that quantity of fuel oil. Leak detection devices will be
17、retrofitted to automatically shut off the pump.Both items 1 and 2 would apply during “emergency operation only. See Section G for further discussion.2.A tanker truck unloading rack meeting the regulatory requirements will be installed. The curbing containment should be sufficient to contain the capa
18、city of a 4,000-gallon fuel service truck in accordance with 40 CFR Part 112.7.4.3.The existing training and inspection program will be documented within the NWS files and maintained as described in Section K. 6.A second high-level alarm (high-high alarm) set at 90 percent capacity (assuming the exi
19、sting high level alarm is maintained at 85 percent capacity) should be installed. Another alternative to make the tank more fail-safe is to install an automatic shut-off valve in the fill pipe set to close at 90 percent capacityC.SPILL HISTORY 112.7(a)This facility has not had a reportable spill.Sho
20、uld this facility have a reportable oil spill greater than 1,000 gallons in a single spill event or two reportable spills within any 12-month period, this SPCC plan and a report as outlined in 40 CFR Part 112.4 will be submitted to U.S. Environmental Protection Agency, Region 4 Administrator and the
21、 state agency in charge of water pollution control activities within 60 days of the incident(s).D.POTENTIAL SPILLS - PREDICTION AND CONTROL1.Facility Description The facility is located in the northern most portion of the NAS property at Boca Chica, Florida (Figure 1). The facility is about 7 miles
22、northeast of Key West, off Highway 1 and approximately 600 feet from the Atlantic Ocean. Figures 2 and 3 shows the layout of the facility, including the location of the diesel fuel oil AST and adjacent generator shed. The generator shed houses the 80-kilowatt emergency backup power generator and the
23、 two diesel fuel oil day tanks (two manifolded, 225 gallons each). The AST supplies diesel fuel for the generator. A float pump in the day tanks allows them to be refilled automatically through aboveground piping from the AST.The J&S Services Oil Company, a local commercial supplier, periodically fi
