1、输变电工程项目后评价指标体系和方法,水利工程硕士论文输变电工程作为电网建设的主要部分,能够为区域经济的稳定发展提供重要的支撑,然而输变电工程在项目建设管理经过中存在着不少问题。项目后评价是项目生命周期的最后一个环节,它不仅能够反应项目本身存在的问题,更能够为后续的项目提供参考和指导,因而对输变电工程进行后评价具有非常重要的现实意义。输变电工程的后评价关键在于指标体系和评价方式方法。在指标体系上,本文参照已有的研究成果,并结合实际应用,从经过、运营、经济、影响、可持续性五个方面出发,归纳总结了一套较为全面的输变电工程项目后评价指标体系,同时对指标考察内容和评判方式上做了细致的讲明。指标体系考虑到
2、了不同类型输变电工程在指标上存在的差异,对差异性指标进行了区分列举和讲明;针对输变电工程在影响和可持续性两个方面的后评价较为抽象的情况,对这两方面给出了详细的后评价指标。在评价方式方法上,根据输变电工程后评价指标的性质,首先将指标分类为约束性指标和评价指标。约束性指标作为评价内容只进行检验;对于评价指标,首先对其进行等级划分作为评价标准,再对其详细分析。经分析发现,在经济后评价中,经济类评价指标属性值间互相联络、互相影响,呈现出复杂的非线性关系;且其指标属性值都是定量数据,采用人工神经网络进行经济后评价更为适宜。对于经过、运营、影响和可持续性后评价的评价指标,通过案例分析得出其部分评价指标属性
3、值大小对指标权重有影响,采用常权综合法评价具有明显的缺陷。基于此,针对输变电工程的经济后评价,采用基于 LM 优化算法的 BP 神经网络构建了具有h个隐含层节点、3 层网络的后评价模型。针对输变电工程的经过、运营、影响和可持续性后评价,根据变权理论思想,采用局部变权原理确定状态变权函数对部分评价指标做变权处理,构建了基于部分变权的后评价模型。最后,将指标体系和后评价方式方法模型运用在某输变电工程实例上,获得了良好的效果,验证了指标体系和后评价方式方法模型的适用性、可行性。本文关键词语: 输变电工程后评价 指标体系 评价指标分析 部分变权 BP 神经网络。AbstractAs the main
